Police investigators routinely fail to conduct proper inquiries into police killings. These failures result in criminal inquiries that rarely clarify events or provide sufficient evidence to establish criminal responsibility in cases of wrongdoing. The obstacles that currently prevent or discourage prosecutors from doing so are serious, but not insurmountable. The key to ending chronic police impunity—and thereby deterring future abuses—is to ensure that prosecutors need no longer rely so heavily on police investigators to resolve these cases.
